Asbestos Sampling Done Right: Protecting Your Project Schedule and Budget

Asbestos sampling is a required first step before renovation, demolition, or tenant improvement projects in commercial and public buildings, and how it is performed has a direct impact on your schedule and your bottom line. Under the federal NESHAP regulations, building owners and operators must have regulated facilities thoroughly inspected for asbestos-containing materials before renovation or demolition begins, and state programs in California, Nevada, and Pennsylvania add their own requirements on top of that. In California, sampling must be performed by a Cal/OSHA Certified Asbestos Consultant or a Certified Site Surveillance Technician working under one, while Nevada requires licensed asbestos consultants. Proper asbestos sampling starts with a plan. A qualified inspector first identifies homogeneous areas, meaning materials that are uniform in color, texture, and apparent age, such as a single type of floor tile, drywall joint compound, or pipe insulation. Each homogeneous area is then sampled at a frequency that meets regulatory standards; for example, EPA AHERA protocols call for a minimum of three samples for small areas of surfacing material and more as the area grows. Samples are collected with the material wetted to limit fiber release, placed in sealed and labeled containers, documented on a chain of custody, and sent to an accredited laboratory for analysis, typically by polarized light microscopy. Cutting corners here is where businesses lose money. Too few samples can lead to inconclusive results, while poorly documented or improperly collected samples may not hold up to agency review, which can mean resampling, work stoppages, and change orders once construction is underway. Site conditions also matter. In parts of Southern Nevada, including areas around Boulder City and Henderson, naturally occurring asbestos in soils can affect earthwork and grading projects, which calls for a different sampling approach than building materials.
