Lead-based Paint in Home Renovation and Housing Authority Project Redevelopment: What Property Owners Need to Know
Lead-based paint in home properties built before 1978 is a regulatory issue that owners, landlords, housing authorities, and developers need to address before selling, leasing, renovating, or redeveloping. Federal rules set the baseline. The Lead Disclosure Rule requires sellers and landlords of pre-1978 housing to disclose known lead-based paint and hazards, the EPA Renovation, Repair and Painting (RRP) Rule requires certified firms and lead-safe work practices when painted surfaces are disturbed, and the HUD Lead Safe Housing Rule adds evaluation and control requirements for federally assisted housing. States such as California, Nevada, and Pennsylvania layer their own certification and enforcement requirements on top of these. Since 1946, Converse Consultants has helped public agencies and private sector clients navigate these requirements in a way that meets regulators' expectations while keeping project costs under control.
The most cost-effective approach to lead-based paint in home properties starts with the right type of evaluation. A lead-based paint inspection surveys which painted surfaces contain lead, typically using an X-ray fluorescence (XRF) device that provides results on site without damaging finishes. A risk assessment evaluates the condition of painted surfaces and tests dust and soil to determine whether actual hazards exist. Many properties do not require full abatement; intact lead paint can often be managed through interim controls or targeted component replacement, which can be far less expensive than removal. For owners and developers working on older residential properties or aging neighborhoods, funding may also be available. EPA Brownfields grants can, in certain circumstances, support assessment of lead-based paint and asbestos as part of a broader site redevelopment, and HUD Lead Hazard Reduction grants help local governments fund lead work in older housing. These programs can significantly reduce out-of-pocket costs for eligible projects.
Converse Consultants provides lead-based paint surveys, risk assessments, abatement oversight, and clearance testing, along with asbestos, environmental due diligence, and Brownfields services that allow clients to address multiple compliance needs with one experienced team. Accurate data early in planning helps you scope only the work that is required, give contractors clear information for bidding, and avoid delays or disputes during construction and occupancy. Converse Consultants supports property owners, public agencies, and developers across California, Nevada, and Arizona.
